Arteur, or Torin Alexander Arteur, is the current police chief, and is working to topple Ivanov's empire.

Ivanov has issued many, many death threats towards members of the law enforcement, starting with the police chief. This pushed Arteur into hiding. Arteur possesses a one of a kind, remarkable mind. He is a genius and excellent strategist, incomparable to anyone currently in law enforcement. However, despite his good qualities he is quite arrogant and prone to paranoia. He believes going into hiding and setting up a decoy is his best bet of beating Ivanov, even if it means putting someone else's life in danger in order to protect himself. Unfortunately, Arteur believes his life and intelligence is more valuable than those of others.

His civilian identity is a chill, amicable shop owner selling mystical trinkets and artifacts. He inherited the shop from his grandparents and has been keeping it up and running as a hobby. Most notably, he has a wide variety of rare deformed animal skulls which he collects and sells. Styx is a big customer of his. He is very popular among the community and gathers intel by gossiping with his customers.

Lately, he has been growing increasingly paranoid of those working under him, and has been suspecting that his decoy (whom he meticulously handpicked to replace him) is working for the enemy. His mental health has not been good and it's getting in the way of his strategic planning. Arteur has been disappearing for weeks to months on end, not talking or speaking to anyone else in the force and neglecting his shop, only to pop back up on the radar as if nothing happened. This frustrates Torin greatly and prompts him to take of main control of the force when Arteur goes on another one of his "intel gathering sprees". 

Due to these absences, the police force has not been functioning as sharply as before and Ivanov, sharp as always, notices and fully takes advantage of this.
