He's a little shit, but he's less of a little shit than the rest of his race, which communicates via reading each others thoughts.
May be the catalyst who accidentally starts a movement, the new belief that "Hey, maybe essentially slurping up an alien's brain and memories and entire sense of self just to acquire all information they ever knew isn't that great. Maybe it is better to try getting to know them".
Of course, as problematic as they are, most mozzies are appalled at the thought, which is why they somehow keep it in mind, it's that offensive to them. Ironically, this also causes the thought to reach the few mozzies who would agree with Kir-el. Maybe they manage to find him later on. Who knows.
See, mozzies are this alien race that considers themselves highly important and intelligent, and believe that the mouth-talkers are lesser.
They also loathe telepathic species; like what, you're FORCING your thoughts into their brains?? what the hellll that's not cool
