Paddlefin

Paddlefin is a small, aquatic dragon with a mix of mammalian (fur, torso) and piscine (scales, fins) traits. It's paws are actually modified fins, lacking real toes, and each has a circular sucker in place of a pawpad. It's clumsy when walking on land as a result, so it prefers swimming or suctioning onto underwater cliffs or reefs instead. 

Magic solidifies and is shed from Paddlefin's fur, and can be crafted into magical objects (such as the fish, star, and shell accessories it wears). It makes a living by trading crafted goods and freshly hunted fish to the local merfolk.

as a side note, I inadvertently made it look more like a dratini in the design update. I can't unsee lol
