Anarchist vampire who litteraly wants to eat the rich.
However, Julian is not especially egoistical or mean. He gives himself this nasty attitude, but he actually cares about a lot of things. He may not care about rules, but he does have (his owns) morals. If he breaks your law, well it's your problem.
He's pretty good at controlling his thirst for blood and refuses to hunt down humans(well with the exception of the rich, occasionally). He drinks unused blood donations that he gets thanks to his brother. He actually looks down to a lot of vampires, despiting those living in their rich castles and hunting people like if it was nothing. This also just described most of his family, with whom he, indeed, have a complicated relationship, mainly based on mutual disdain.
He however is really close to his little brother Alister, who comes to sleep at his flat or to pay him a visit pretty often.

Personality
Julian an outwardly pretty chill and nice person, with quite a lot of culture, and he can be very interesting to talk with. However he is not refined, and hates 'politeness' that he considers hypocrisy, so he can appear rude to some. This said, he does respect people's feelings, and would apologies if he hurted someone without notice (once again, with the exception of the rich). He may not display it much, but he has a soft heart.
Julian is also very stubborn, especially towards his convictions, and can be easily loud. He has the potential to be mischevious and very petty, and also has a bad habit to be provocative and searching for troubles. All of this doesn't help his violent anger issues....but he's working on it ! He already made a lot of progress on this, and is on his way to improve further.
Story
Julian grew in a pretty rich and influential family of born vampires, with a weird hierarchy. He was raised by some of his siblings (who were already centuries old and etablished adults), but quickly became the black sheep of the family.
As soon as he could, he left them to survive of his own, and lived some terrible years where he was very badly dealing with his thirst and instincts, where he was out of control, full of anger and regrets about everything including himself. He was a disaster, even for his own low standards.
But then he learned about the latest child of his family. He learned that he has a young little brother named Alister, and became incredibly determined to save him from their family, as well as the life he was living. He put all of his determination and being into becoming a better person, and then made his brother aware of his existence, hidden by his family as he was a shame to them. Soon, the two of them were living together, and Julian did all he could to offer him a good environment to grow, still working incredibly hard to be a good person and a good brother.
At one point eventually, Ali got close to a human girl, a very good friend that quickly learned about his nature. She was working at a hospital as a nurse, and knew that quite a lot of blood was left unused. Together, they built a system where they could steal it before it gets destroy, and use it for vampires' feeding ! Julian supported them a lot, and today it's his principal source of food. It was quite an improvement, because for a time he was mostly living on substitutions such as dietary supplement, and was clearly malnutritioned.
Little brother Alister
He cares his little brother so much ! He acts very casual with him, but he means much more to him than Ali would expect. He's pretty protective to him, but from afar. He doesn't want to overprotect him, and would rather make sure that he knows he can tell him everything he wants and ask for his help anytime.
Ali is the one that made Julian a better person, and thought Ali have no idea of his role on Julian's determination to become a decent being, Julian is really grateful at him, because he's finally happy with his existence and who he is now, and protecting his brother was the motivation he needed to achieve that.
Abigail Friends ++
They met with a dating app, and even if none of them were really searching for romantic stuff, they got along pretty quick, so they became friends and saw each other regularly. After some time, Abi told Julian she kind of guessed he was a vampire, and then he told her he kinda guessed she was a witch, and they had a good laugh because they were both not really trying. They grew closer, being able to be more honest about their personal issues, Abi offered Julian to drink her blood if he needed, but he felt bad for not doing anything in exchange, so he helped her on her magic, either by gathering hard to reach books or ingredients. In the end, they're deeply crushing on the other but acting absolutely casual about it and pretending they're still just friends like at the beginning of their relationship.
Ennemy Jules
Oh he hates this pompuous rich bastard with such a burning passion. One day he will strangle him with one of his fucking golf club.
Hazel Ennemy (?)
This unbearable annoying egoistical rat. Julian wants to hit and stab and kiss and break and obliterate this twink with such a delicious tempting blood. This piece of shit of gluttony demon corrupted Julian once for funsie, and the vampire will make him regret this. Too bad everybody hates the rat and other demons hating him helps Julian doing so. That's what you get, bastard.
(Yeh occasionally Hazel does come to Julian's flat to sleep and maybe more but we're not mentioning that, the point is he's a rat and they hate each other okay).
