Jeorge is a jenie genie! He was borne of some slick master's attempt to cheat the rules--a wish for, rather than more wishes, more genies! But the trickster's little plot didn't exactly go according to plan. His genie made more genies, but he scattered them all over the earth! So Jeorge wakes up one day in a lamp in Agrabah and is like, well, alright.
Since his means of creation were kind of unprecedented, Jeorge isn't exactly the sharpest sword getting swallowed. If you make a wish to him, he'll interpret it in the most misleading way possible; he's not mean or anything, he's just wired that way! Though, I can imagine that his brand of backwards behavior would be particularly antagonizing to a certain member of the Royal Guard.........
