I need help with P2U animated bases!!

Hello!! I was thinking of maybe making P2U animated bases so I could make some money and have something else to work on, but I'm not really sure how those work- What file type should I use for the base/s? I've seen some people use .psd for their bases, so I was thinking maybe that. Would that work for an animated base? Do I just.. draw and animate like normal, export the base as a .psd file, and post that? Or would I have to do each frame as a separate layer on one frame?? I'm really confused and I wanna do this right but Google's been no help and I don't know who / where to ask for help :[
