Nearly all those in power here are connected to organized crime. There is hardly ever enough to go around and while there are tight knit communities that help to take care of one another, there are also many who would not hesitate to take advantage of others to get what they want or need. The crime rates are high and hardly anything is done about it as there is very little proper policing.
