Like in all the other countries, each country has a selected number of Dukes/ Duchess's that rule with the present empire.
The real goal of the dukes/duchesses is to help the leading monarch rule. This includes following and imprinting rules and regulations into the people, helping keep track of multiple cities for the empire, and also acting as a counsel for the leading monarch for decisions that involve the country or specific city as a whole.
