Cats found in the "Boroughs," aka the City beyond Clan/League/Haven Territory.
These cats are members of street cat gangs, random kittypets, or Rogues/Loners. Most are treated as NPCs who will play key roles in plots (such as Follow the Tide's Halloween event) - hence being distinctively separated from "Kittypets/Loners/Rogues".
Simply put, they are not actively used in the RP context, given they'd have to go out of their way to reach clan territory. But RP members can meet them if their cats stray into their territory.
