They are several layers of sprites moving independently, I made them in blender in 3d since it's easier for me but they could be made in pretty much any animation program

no worries, i make them in blender, and thanks! there's no tutorial, i came up with the technique myself. i use a sprite sheet of the character, of slices from front to back, then move them around individually. the effect would be called "parallax". usually that term is used for backgrounds/scenery rather than this, but it's probably the most accurate term for it.
