A plutocracy is a system of government in which the wealthy rule the nation.
The capital city of the Sandwing nation, Bécourt is full of corruption within government and outside of it. While life outside the city is humble and peaceful outside of tax season, life within the city is a constant struggle against the wealthy and the numerous criminal organizations.
They city of Bécourt accepts all within its borders, but all who live within it suffer under the tyrannical rule of the wealthy.
