This story has two main locations:

1) A school where "freaks" attend, as many places are uncomfortable letting potentially dangerous entities near children, even if the freaks are also children themselves. Some of the teachers are also freaks.

2) A containment area for the more dangerous/less compliant "freaks". Some of them seem nice, but are hard to manage or require further observation before turing them loose on the public.
