Blackrock Piers
A kingdom of dragons founded by a pirate and made of mostly refugees and runaways from the war of SandWing Succession. The capital, and largest city in the kingdom, is located in an abandoned RainWing settlement on the southern coast of the rainforest in Pyrrhia and is a large port city bordered by high, protective cliffs that surround the city. The settlements within the kingdom's borders are a loose amalgamation of smaller dragon city-states all ruled by the queen and her council. The queen is a Queen in name only. In actuality, the Blackrock Piers settlement is more of a feudal kingdom within the borders of the Rainforest Kingdom. The queen, or Captain, answers to the queen of the RainWings (Glory,) as do any dragons within the borders of the Blackrock Piers. The Captain's council are the leaders of the city-states, and they make decisions of how to rule the Blackrocl Piers together.

Political Hierarchy of Pyrrhia:
- Queens - Queens of each race. Create the laws to be followed within the borders of their kingdom and is responsible for each of their subjects in and out of those borders.
- Duke/Duchess - Leaders of large territories of multiple smaller dragon settlements. They speak for all territories when reporting to the Queen.
- Marquess/Marchioness - Leaders of smaller dragon settlements that are in the lands of the kingdom. Usually responsible for foreign relations or military as well.
