All of my characters are well-loved and actively being used, even if it doesn't quite look like it :) I'm unlikely to take offers unless they are expressly listed as UFT/UFS. I'm fine with asking for pings/putting my designs in dreamie folders as well. Pretty much always looking for art on anyone in the ABANDONWORLD folder and love to see people posting their commissions on my profile so I know who to comm later :)
