Heaven's Beasts

The immortal plane where the Jade Emperor has deemed the various beasts of the heavens may reside; it lies directly between the mortal plane and the celestial plane, but below where those who have ascended into immortality (cultivated mortals) live.  The Celestials and Immortals rarely interact with these beastly clans and leave them to their own devices.  Similarly, the various clans and singular beasts leave each other alone, but the larger, more powerful clans do occasionally intermarry with each other for the sake of preservation.  This is where they all converge, whether they are born here or rise to immortality from one of the lower planes.
