when basil became a councillor, i had this as an idea for a lore event. it was never carried out and likely will never be.

it was during the time when TVB/Kerry had returned, and it was planned that they would be the perpetrator and that former staff members including Councillor Skullcap would be the others mentioned. this lore has since been null/voided.
