I use Clip Studio EX to do most Pixel Art and Animation.
(Transparent .GIF need to be import into other program or .GIF Maker service, though ...)

Occasionally, I also use Aseprite. If I remember correctly, it is free if you can compile it yourself.

I had to stop because I couldn't read Japanese ...
I did find text translation until 299, though, but I wish official translation would catch up.
I think, last checked, was on hiatus only after 70, though.
