Mia tried to pull Tauvo into her fight against society, but ultimately sees him as weak-willed, succumbing to the very system that rejected both of them. If only he'd see the light, she would love to have him back in her life.
He misses her. Dearly. He misses both of his sisters. At some point, the three of them were a family, but then Mia started getting really weird ideas that the elders said were dangerous and...yeah life kinda sucks, but...they can make a way through it. Right?
Tauvo is Azrah's primary reason for returning to the Rookery. She loves her brother very much and sends part of her salary to help support him.
Tauvo will do literally anything for his kid sis. He has saved her life a couple of times growing up, and knowing that she's still out there fighting the bad guys gives him reason to keep going. Her visits home are a rare treat for both of them.
As hatchlings, Azrah never once thought any less of Mia for her lack of abilities. As they grew older and the prejudice in society became more apparent, Az still offered to help her sister. When Mia was arrested for petty theft, Azrah persuaded the police for leniency each time. When Mia couldn't find a job that would hire a runt, Azrah snuck supplies and gold into the slums for her. When the occasional crime became a lifestyle, the mage tried to convince her otherwise, but to no avail. And when Mia was finally exiled from the Rookery...Azrah could do nothing but watch her former sister turn her back.
She was appalled that Mia would go to such extreme lengths to be "equal," and expressed concern for her health. This was misinterpreted as flat-out rejection, and the final end to any goodwill between the two.
Though Azrah wishes her childhood friend could be saved (from her situation and from her condition), she's come to terms with knowing that Mia's pursuit will eventually kill her. And Azrah's duty as a White Circle agent means bringing her sister to justice, as many times as it takes.
In Mia's mind, Azrah is symbolic of everything wrong with her home and culture. The two are clutch-sisters; born of different parents, but raised together at an early age. One receives nothing but praise and accolades and is sent to the prestigious White Circle Academy. The other is cast to the side, ignored, exiled, and left to rot in the wilderness. Not by merit or deed, but purely by magical ability.
Mia's hatred has developed into a core part of her being, driving her to extreme measures. Tearing Azrah down means tearing down the world she could never be a part of, even if it means killing both of them.
As her roommate during much of her undergrad years, Azrah was annoyed at first by Cici's constant energy, but soon warmed up to them. By now, they're close friends and frequently work together on assignments.
Cici tends to love everyone, even if they don't love them back as much. Azrah makes for a good listener for their hyperactive ramblings, and they know when to respect distance from her. Cici owes a great deal of their confidence to Azrah's encouragement.
