It all started as just an accident through observing how the true cause of Discord's reformation was Fluttershy. The, on her own, Twilight took Tempest under her wing to help her adjust. Then Celestia initiated a reformation program where ponies of good merit are matched to villians to be their 'buddy'. Some of it worked, some even worked so well they had children together.
