Supertastic!

This universe is pretty peculiar. It has been drastically altered several times by a powerful being, in two separate times. As such, each instance of the universe was different. The very first instance was a world much like our own, with nothing magical or special about it. In the second instance, after the first intervention of the powerful being, some people gained superpowers and other magical abilities, and a few extraordinary or fantastic creatures began to exist. Despite this, it behaved in a rather realistic way, and people kept their old personalities and motivations. In the third instance however, while the powers and such from the second instance are still present, people behave oddly. They act erratically and weirdly, lack common sense and seem to be overall incredibly stupid, like they're straight from a bad cartoon or comic. Except for very, very few people.
