High ranking members in the bureau. They're sent out on the more dangerous missions and have garnered a lot of respect. These individuals know their way around fighting and dealing with demonic forces. Demons that are contracted with high strategos members are exceptionally powerful, and are considered to be high strategos themselves. They can vouch for other demons if necessary.
