It’s either your under 18, or your a new seller account, I would call PayPal just in case if you haven’t already solved it , I had a problem with them a long time ago but it was because I was Under 18 and I’m not able to use that account anymore because they refuse to believe I age lol

i had sort of a similar problem? but for a different reason. When i was under 18 my paypal kept asking to confirm tax records (but obviously i couldnt do this cuz theyd find out im underage and my acc would get locked), so I kept ignoring the issue. It took like 4 years for it to happen, but eventually paypal stopped me from being able to send/receive money because I didn't confirm tax records.

Althouugh, what I find really odd is that when I made a new account, and reconnected my card, it told me "youve reached the max amount of accounts connected" and wouldn't let me do a thing. I called paypal and spoke to support, and they told me that it was "just a security bug and would go away *eventually*". Its been over a month and my card still is refusing to connect. Seems fuckin odd if this is just a "security protocol", especially now that im over 18 and i can actually confirm my taxpayer status (which they KNOW, i told them)

Anyways, yeah our issues arent the same but ive been noticing problems too. Paypal overall is kind of a shitty service. I would recommend calling them too but honestly that didn't prove to help me much in my specific situation
