i have a large amount of characters but most of them are quite developped honestly. some are still w.i.ps bc they're fairly recent but for the others i have a lot of details. tho if i had to choose i'd prefer a small amount of chars that are highly developped. the only reason why i have so many chars is bc i love exploring many different concepts/tropes/etc and whenever i make one character i need to end up making their siblings, friends, parents and everything else which makes all my characters somehow related in a big relationship tree. it's fun.
