this is done with HTML (so you must have WYSIWYG off), but it's not that hard to add even if you aren't familiar with HTML :]
in the line of code that displays the ribbon image (it will begin with img), find class="" and add tooltipster between the quotation marks, then add title="" and between those quotation marks, put the text you want to show. for example:
