It's probably best if you do so. I specifically stated in that design's terms to only transfer it to another user for free unless you added to it's value, and to tell me if you planned to transfer it.
Please do. I spoke with the design's current owner and told them I'd return their character if you sent it to me, but they retain ownership of the design I created as compensation for the misunderstanding.
