If you got a design for free, but bought, traded, or made artwork of them, you can sell them! It basically means that if you got a design via trade or a gift, but didn't add new art (gifted art also doesn't count as adding worth), you wouldn't be able to sell them unless you did get art via one of those three methods
(Prevents people from trading or getting things for free and then just flipping them to make money :0!)
