it's more of an ability that several various pokemon in the region have, so they consider it a type? they have an unusual ability to understand all life, including plants and can speak to their trainers (if they have one). These pokemon species were given this by Rhionseeus, as they were part of a sort of Pokemon council over the Jaintialo region.
