YES!! Indeed they are! Though some of my most recent art comes from mouse drawings and not the tablet, so depends on what you're looking to get, friend! :D
My prices and listings are all over the place, so here's the basic rundown:
Normal sketches: $1-3
Very basic, what you see on my profile most often!
Little to no shading
No extra cool brushes
Low effort but dynamic!
Higher quality sketches: $5 for base sketch + shading
Generally minimum $5, but pwyw for anything higher to $10! Depending on how much you pay, the prettier i'll try and make it.
A simple bg is +$1
Uses different experimental brushes and lil quirks that you otherwise wouldn't see in the normal sketches. Basically, it's a step up.
I'd say ~$10 will get it to be lined and base colored + shading!
Experimental / FULL : $10+, pwyw
Will NEVER get you a sketch, will always be at the very least lined, shaded, and with colored effects like colored lines.
Above $10 means that you could get anything, so it could come out as what i just listed above, or it could come out as a painterly style, a cool perspective, have crazy lighting, etc that will make it stand out from anything else I do! Generally the more that's paid, the more likely you are to have me put the max effort I can into it (as in trying to make a painted, rendered piece)!

It depends! How many characters, what kind of scene (are there props, buildings, etc), and design complexity, etc.
If you'd like once you've sent references and the plan I can give a more realistic price for what you're looking for (ex. if you want multiple characters it would be +$10 per) so there's no guesswork involved! I'm really excited to see what i can work with, this sounds like a lot of fun~
I'm not very great at drawing buildings, but I can certainly try! As long as it abides by my tos, i think I could do that (also not great at doing cars either i'm afraid, could be good practice but no promises it'd turn out great)
Do you think you could go a bit more into detail about what they're doing, where they are (beside the car, looking into it, opening the door, in the seat next to them, etc.), whos face is dark, what the scene is, etc? We can do this via pm btw, it may be easier~
As for pricing, for the two characters it would already be up to $20, with the complex scenery and background + perspective i'd go as far to say $35-$45 price-wise. That's assuming we're going for a very complicated piece though, so that price is subject to change depending on what's needed to make a great piece of art!
