A lot of practice and some inspiration!
Two of my favorite designers are Scpkid and Fewtish (Totally check them out) and they pretty much fit my tastes exact. So I try to design kind of like them all the while doing it in my own style (Great colors while having a complicated design- that is all, really!). I constantly add markings and change stuff until I feel like I made a design I actually like.
It took me around a year or two to match my design skills with my taste in designs. If you plan to design, which you totally should with free bases, you'll be able to make great designs too :) Especially ones that match your taste!
Also, colors are reallllllllly important. Having some stuff blend together is great too- like gradients. I think colors are the most important. When I was new to designing I made some really ugly designs because the colors didn't match up at all. You can use the color-picker tool to pick from images, or even sites like https://meodai.github.io/poline/ where it makes you a color palette. I think it's important to feel free to just pick colors yourself too. They should just have something in common or be a little bit similar. Feel free to color pick from my designs to see what I do :)
I might of mentioned it, but I add stuff till I'm happy too. And oh, another thing- sometimes I use "overlay" with a light pink or a color from the design and then mess with the opacity to unify the design colors a bit more. You can also try other "Filter" settings too, certainly mess with them!!
