worlds are somewhat like groups on deviantArt (if you're familiar with it), you can join them. they tend to focus on, for example, closed species or specific universes/worlds people come up with! they can have their own forums and boards, and you can submit characters to them! you can also put pages with info like worldbuilding, species traits, etc.
bulletins are like journals on deviantArt, if you're familiar! you can just put whatever in a bulletin, like maybe if you're looking for characters or maybe offering commissions, whoever's on your profile or following you for bulletins can see em.
