When the design is approved, it can be used in any official submission artwork as it is an approved and viable design for the character. I.E. If you unlocked a Prismhawk shift and got the design approved and added to the masterlist, you'll be able to use that form to complete Expeditions, Event Prompts, Courses, etc.
