Royal Vernids (the one i have - you can tell by the horns!) are a Closed Species! You can change their design, but it has to follow certain rules! Sorry for the late reply, I honestly just passed out, was very tired.
But my main concern was if I could redesign him to be a bit more colorful or even a bit of an overhaul but keep him a royal vernid!
I was originally worried because I like brighter colors, etc and the sheet you sent says no sparkles xD

Would turning him into something bright like that be allowed, you think?

I'm pretty sure! As long as there aren't too many colors, I think it's okay! I've seen a lot more colorful designs by Lilaira of Royal Vernids, but it's always limited in a way? So I think as long as it's not a whole "sparkle-vernid" or too many different and bright colors, it should be fine!
