On Toyhou.se there's a more liberal blocking culture. Even I've blocked people I've never interacted with. People here tend to block for any reason. Whether it's someone did something wrong or MUCH more commonly for their own comfort.
Usually comfort things blocking minor users, users with bright/flashing profiles or content, fandoms people don't wish to engage with- even things like names they don't want to see. It's very VERY rarely personal or something you did wrong, just that someone wanted to moderate their experience here :)
Edit: Like I've blocked people who have moved their sidebars with CSS solely so I don't get their profiles and struggle with the sidebar. I have a person I blocked bc they used a tag a lot and I didn't want to see their characters. I've also blocked a few adults solely for being adults bc they have a 'minors don't interact' so that way I don't interact with them on accident. :D
