Yeah I'd shake his hands. I'm used to all sorts of people coming through so I'm used to this kind of thing by now, though I'll admit I've never encountered this specific species before. Working at an intergalactic ship port, even in a remote place like Earth, will desensitize you to a lot of stuff.
"Welcome to Earth, traveler."
I stick out my hand to shake his.
"And now I don't mean to be speciesist, but don't you go 'round causing trouble. Otherwise, enjoy your stay."
"Oh! Um, hi!"
Doth looks at all the hands frantically, before realising the amount of hands on their head.
They awkwardly places a hoof on their head before looking at the ground to avoid eye contact
"I, Um" they swallowed their fear of formality, and continued "I have no hands, sorry"

It would depend on the mood you catch him in. But he probably would. He might even go through the process of shaking all of them if he's feeling generous or needs a quick laugh.
He would. He’s met all manner of strange and alien creatures over the course of his long career, and Ollie is no exception. (It wouldn’t even be the first time he’s met a creature with hands for a face.)
While Ollie is a chaotic demon, he has not done much to warrant any retribution on The Executioner’s part. He may well admire his helping of normal people, even if it is born from complete insanity.
He would give Ollie a firm but friendly hand shake. Heck, he could do three at once using both arms and his tail lol
