As of now, from all information we have, Sam is now actually 18. Therefore from this point on any references to him being a minor selling NSFW is outdated, but it should still be noted that he lied several times about this fact even when confronted which does not do well for his credibility.
All commissioners in contact with have still been ghosted.

More evidence has been provided to say that Sam is 17, not 18, and lying about his age still, and more people have come forward to tell me of their missing commissions, and everyone I'm in contact with are still missing their parts.
This introduction in the Adoptable OC server shows Sam introducing himself as 17 this year, months after the PSA was first made and he said he was 18. Sam's birthday is the 17th of July so its not possible that he could be 18 now.
I've had countless conversations with sam where they promise to get things done then ghost again.
EDIT 3:
- Months after the agreement with almost zero contact from Sam except for assurances he's working on commissions, apologies and subsequent ghosting. Sam is still actively advertising commissions, even saying he only has 4 people in his queue - this is false as I've been in contact with 6 people yet to receive their commissions, and there has been nothing moved on their trello in months.
- It has also recently been found that Sam made a new account to ban evade following the suspension of his old account.
It is highly unlikely that this PSA will be taken down. As the author of this PSA, it has been exhausting to constantly try and get updates out of Sam and to try reason with his reasoning for not providing WIPs (one reason was that a piece was done, but Sam ignored the recipient and decided to redo the commission, without telling the recipient and continuing to ignore them. When I asked, they didn't send the old finished piece, but a WIP which had been provided to the recipient months beforehand). I've been, to the best of my ability, gracious with them, but my patience has worn thin and I've been understanding for a longer period than I probably should have.
EDIT 2:
After the agreement was made, Sam has stopped communication and started ghosting those he owes art to, me and the Splash of Colours moderator once again, meaning there is still no proof that he is over 18. People whose art has been marked as completed have not received their art. For this time, Sam has still been posting personal art and commission advertisements on Twitter without any update to his commissioners.

Not to fault him for still posting or drawing - I don't believe he needs to solely be working on commissions. However the entire lack of communication while still being active on social media is concerning and leads me to believe he's avoiding contact with commissioners.

EDIT: I have talked to Sam personally and they have stated that 1) they turned 18 recently (and ID proof is pending) and 2) are trying to make amends with their current commissioners. They have reached out to several users (including those in the owed art section) to draw their art, and are planning to make a Trello to showcase their progress in it. They cannot currently refund anyone as they are in a bad financial situation as far as I know. While the situation is unfortunate, I am really hoping for Sam to fix what they've done.
Me and Sam have agreed that the beware will stay up until:
- I receive proof that they are 18 (on behalf of a mod on 'Splash of Colours', a network dedicated to a connected blacklist of artists, I am not asking him for his personal ID for myself)
- I see progress being made on their art.

kakyoin-noriaki (or Sam as we will be calling him for this beware) is present on many large and smaller-scale art servers. There have been previous PSAs regarding his non-delivery of commissions and ghosting, however it has recently come to my attention that Sam is also a minor who has been selling and advertising NSFW commissions.
1: NSFW Artwork/Commissions

On their Carrd (archived version) it states that his birthday is 07/16 - aka the 16th of July. The age is outdated.
This is important as it proves that they at no point after the evidence shown, have turned 18.
It has been stated that they are 17 on their twitter very recently.

I currently have screenshots from someone who commissioned Sam, who was unaware of his age. The commission in question was a NSFW artwork, and a sketch was provided, meaning that the NSFW was distributed. The commissioner has expressed that they are okay to show, however asked that it be known that they have requested a refund from Sam.
Proof is censored unless uncensored is requested as per the disclaimer above. The name of his paypal account is also censored as, to my knowledge, it is a name he no longer goes by or one that is not his.

Hello! Dinoyolk hasnt been blocked, whatever happened was pretty strange. Though. I do admit I did nsfw commissions as a minor and that was my mistake. And I definetly deserve the consequences of that.
Though, as of rn Im an adult, and Ill give the right proof where its needed.
Commissioners have been contacted as well and Ive agrred to finish art and make a trello.
I was young and stupid and took more than what I could chew. And thats the truth, but Id like to fix this all as art is my only source of income and Im just starting. I will make up for my mistakes and I wont hide from them, I messed up and thats good but now I need to become a better person.
Please contact me for info and any proof needed. Thank you. Ill only ask for this to be taken down as soon as Ive contacted all parties involved and make sure to prove my point.

Coming in to give my side as I am one of the many commissioners that have been relatively ghosted :)
Though my side does not need much explanation, here's my side of things prior to "working things out."
While I may not have much to add, I do offer them nonetheless!
1.) Had me edit my beware about them before they would begin the art. (While it's not inherently a bad thing at all, I do find it awkward since I wanted to keep it until proven they would finish that they owe.)
2.) After watching my commission get moved to sketch, I would ask Sam about WIP updates, preferably proof that they have worked on it, and they would simply point me to their trello.
Past this, I have not received any updates or messages from Sam about my commissions, nor have I receive WIP shots or any proof. I try my best not to bug those I commissioned, and I am trying to keep a optimistic view on this, but the ghosting of other commissions definitely has me...on edge to say the least.
Coming in to say I can personally confirm that this user was trying to sell NSFW art, and a lot of undeniable evidence definitely pointed to them being underage. I’m an admin in Art & Commissions ( one of the servers under the Splash network ) and was present for the ticket which resulted in their ban. They’ve scammed many, please be careful.
small update - reached out to sam on twitter again. communication was spotty but its back to being ignored.
What a shame :( their art is so good. Always makes me sad seeing good artists doing stuff like this..

Little update- I've yet to receive an update from Sam since 12/02/22 (I had responded to him later on, on 01/24/23 to let him know I did see it.). His Discord profile also now has no icon, and I've asked for an update on my art (03/29/23) of which I'm sure he has seen, as his discord icon was removed sometime after the message, and I've heard nothing from him since.
