Ok, straight up im changing the direction of this PSA. This has evolved into WAY MORE than what i initially thought it was. Thank you to everyone whos brought my attention to this. Please report and block this users account entirely (ofc report the stolen OCs as well, but thats not as big of a concern atp anymore.)

Puppybo is way more than a character thief, they're a literal stalker, use ableist, homophobic, transphobic, and racist slurs (even IF they can reclaim them its used in a derogatory manor towards other people), FREQUENTLY misgender the OP of the stolen designs, have accused OP of drawing CP content, and have accused OP of grooming their fanbase.
i've been sent the twitter thread with the evidence for these claims, Link to that thread here. I've also found a DA post linked to the twt thread talking about their LITERAL THEFT, not ripping off, straight up STEALING THE ORIGINAL ART, and giving it away as 'free adopts', post regarding their past theft via DA here.

They just uploaded vent art containing SH referring to the situation and this MAY just be a ploy to get people to back down, but, in the case its not, please dont harass them. Any blue blobs in the upper righthand corner of the screenshots is me blocking out a youtube video i was watching, please ignore them. i initially took these screenshots so that i could send them to my friends. i had no intent on making a service review at the time. That being said, never thought id have to do a service review, i definitely have no clue how to do one so i apologize if any of this is weirdly formatted or worded.

Puppyybo/kuromiibatwings/traumabunnie/pinkscenepawbs/gr4vey4rdmutt/grotesqueglitchcore is a repeated character thief and blatantly rips off other characters. This post will be specifically talking about my experiences with this user and toyhouses refusal to even acknowledge the fact that this is literally stolen from the character i own. Please check the original masterlist for all of the stolen designs when you get the time to do so. Username log is below.

on March 24th (character itself was sent on the 25th and claimed on the 25th), i saw that Holly was UFO and was marked as a freebie. i adopted the design because its a cute design and i feel like itd genuinely be fun to animate and use for warmups. Thats when on the 25th i came across a old service review (if anyone has the link for this please send me it i dont have it anymore) talking about how Puppyy is a character thief, and has blatantly stolen this character and many others.

I reached out to toyhouse moderators after reporting the user and character profile in question, to only receive what looks like a literal automated response saying that, “similar thematic or color choices does not always mean theft”,, what,,

Jolly and Holly literally share the same exact color pallet and patterns, minus the fact that the face and hair are different. they are blatantly identical. this user has since IPd me and a HANDFUL of my friends after we asked them to take down the character.

My friends who were involved in this also did find out this user has two DeviantArt accounts, one of which contains the art of the stolen OC (albeit with comments disabled).

If anyone knows if this user has more than DeviantArt and Medibang, like an Amino, Buzzly, YouTube, etc. please do comment and ill add it to this post. 
If anyone has a single ounce of advice please lmk. i do not know how to get this stolen character removed and admin refuses to help. i never wanted to make a service review but if this is how the admin decides to handle blatant theft im gonna have to rely on the users here.
