Why can't they use magic without their staffs?
Not too long ago (we're talking 11-ish years ago) this woman (who happens to be the main characters mum) found this really strong magic source, the power began to make her grow crazy and she knew this but at this point was really dependant on it.
She began to hurt people because of it, and after her daughter (who was about 5 at the time) saw her in this state she realised she doesn't want this, and doesn't want this to happen to anybody else ever again.
Using the magic from this,,, thing (possibly a stone of some sort?) she hid all the magic away which basically locked every out from using the magic from inside them, not only that but also removed their memories that they ever could do magic on their own. This did not remove all the magic in the world though, and witches can still use their staffs to command the magic around them, this is not nearly as powerful or efficient as the power within them though. Many witches already had a staff as they're usually given out in high school, this made it so younger witches became locked out of doing magic unless they somehow got hold of the staff.
All the magic from the thing killed the main characters mum in that moment, it was way too much for her. The main character witnessed all of this. Of course since she was only 5 and because of the spell her mum had cast she had no clue it was this stone thing that did it, her mum didn't have a staff as she had all this other magic instead. MC is left wondering what even happened.
THIS PROBABLY DOESNT MAKE MUCH SENSE AS I WROTE THIS AT 1AM IN A SCHOOL NIGHT AFTER WATCHING A REMEMBER YOU ANIMATIC BUT HEY HO LETS ROLL WITH IT!!
