General lore
look im way to tired to write out anything proper rn just, all you need to know is like
an arbiter is someone who works for the goddess fimimi, she chooses them for certain roles due to certain traits they have, some arbiters are chosen by fimimi while others are created
soultune or tuneless, every arbiters is blessed with some kind of in-human ability (usually strength an durability) to help them with their tasks
