Original Backstory
When you don't know what you're working on, who's to say how much damage you can do...

Touyou was a dedicated scientist, who loved being one of his big sister's colleagues on her experiments. By the age of 16, Touyou was involved in one of her more controversial experiments, to create a chemical that is capable of eradicating species in large amounts with little to no detection. Touyou unknowingly helped her until the authorities had caught them and the team they were working with on the chemical. The team, who were older and very aware of the risks of creating, and possibly marketing such a chemical, were executed as many have lost trust in scientists, and questioned if the team were to be let go, would they only try to be more secretive in their practices.
Given that Touyou was only 16, and testified that he was not sure of her intentions, the authorities had given some thought to his consequences. After finding out the truth, he strongly believes she would not misuse it, but is saddened by the fact his sister only treated him as a kid who will follow orders, and doesn't need to be told of what he's getting into. After thorough questioning, they decided to have him be a resident in a facility that will watch him but let him do his (more ethical and safe) work and experiments. While cruel to confine him for the rest of his life, Touyou knows that if he tries to go back into society, he will very likely have a harder time with the rising prejudice of scientists, and people labeling him as insane or a murderer.
While being confined in the facility, he still has to be limited by specialized cuffs on his lower thighs. The chain, made with special protection, that including Worcimex tail blade attacks, prevents the user from making a run for it at any time they are outside or unsupervised. The actual cuffs are sensitive to constant sudden movements, attacks or attempts to break it, and alerts from authorities, which will react by detonating, resulting in at the very least, both legs lost.
After some time, Touyou finds making gadgets and games to release online fun. Supervisors find it bizarre for him to go from attempting to make physical enhancers, to making some device that lets people use holograms on a small scale, all the while marketing it with holographic "waifus" and "husbandos" to take with you wherever you wish. Sometimes Touyou wishes to leave the scientist side of himself when that experiment ended, but he always finds that little will to go back to working with the petri disks, test tubes, and microscopes.
