- Where does most of the ‘story’ take place?

The planet is called Trapis Alene, and the continent that they live on is named Eugenia
The planet is freezing cold, far colder than earth- there's two suns and they burn quite hot, but due to the distance of the planet from the suns it remains a very cold ice planet. The place is covered in snow and there's some forests but they're rather barren. Life has adapted to the colder, more irradiated conditions, but it is all rather hardy and woody, they're used to it of course, but in warmer places there is something to be desired by the lusciousness of the flora there.
There's a main group of five cities, the largest one "Akota" is in the middle, surrounded by Calstra, Tynivar, Kwikan and Zefette. And a sixth city by Solia, called Jinton. The cities are a lot warmer than most of the country, due to the amount of eugenes condensed in one area and machinery that produces a certain chemical found up north in Solia.
A network of railroad tracks spans the continent, it's the main source of travel, but they also have carts pulled by a large, deer-like alien for places that the railroad doesn't reach, which is most of the area far from the main cities, especially as you get into more forested areas.
To the north there is a beautiful beach with crystal clear waters, this is currently a war zone, as it has been for generations, a tragic place no one might likes to think about.
The main two arcs of the story take place in the city of Akota and the town of Zerfamor
Akota is the largest city, it is known as "the center city" and this one has vastly more cats than the other cities, not only is it much bigger but it is also far more jam packed. It is relatively cheap to live in/move to, even for eugenes from small towns, but it is also not exactly the safest place to live, amongst all of the hustle and bustle who knows how much crime happens, and under all the surface small-time thefts and murders there are even more nefarious plots afoot. Don't go out after dark, not even the nicest parts of town are safe. There are a few "police" but they don't have much power here, there's too much for them to even try to handle it.
In Akota all of the buildings reach high as skyscrapers, there's walking paths and railways, but no roads nor cars. Around some back alleys are pathways for deer-drawn carts but most everywhere is too crowded and busy to make room for those.
Everything always seems to be moving, even the buildings themselves, think steampunk vibes, everywhere and everything. A sort of distress fills the atmosphere! And smoke, and various chemicals, everything in the city seems a bit less bright and colorful as it would on the outside.
Zerfamor is a really small town, just about as unnoticeable and far from Akota as you could find. They have no advanced technology here. It's really small and everyone knows each other, so don't get on anyone's bad side! Everyone's just doing their part, recently there's been a noticeable increase in trade output, which leads to them getting more variety of stuff from other towns. Also it's just about double in size from all the people moving here from Akota! What a small world, totally a coincidence, nothing illegal going on here!
Zerfamor really doesn't have anything too notable/unique, it's fairly self sustained with a small, close knit community. The tech is very minimal out here, there's a few things that can be simply purchased, like battery powered walkie talkies or appliances. Radios can pick up some stuff from a distant radio tower. But a lot of basic stuff like electricity and running water cannot be easily installed.

- What are the weather and seasons like?

haha just kidding! Because there are no seasons, it is always cold! During one part of the year the winds increase and worse snowstorms pick up, and everyone knows to stay inside as much as possible. But there's no part of the year where crops grow better, or where everything is warmer or anything like that. It doesn't really rain since it's hardly ever above freezing temperatures so rain is rare and not something most eugenes see more than once or twice in a lifetime. It snows sometimes, not terribly often especially outside of the cities since there's no way for it to melt. Within the cities it gets a lot warmer so the snow will melt and evaporate just to come down again in big flurries, it's quite a bit more of a hassle than the colder areas.
There aren't often too many clouds leaving the two suns beating down on the very reflective snow.  Speaking of the suns, the cold weather combined simply with a different chemical composition of the air leads to a far lesser ozone layer, which allows UVC radiation to penetrate the atmosphere. Although it is far harsher than on earth, this continent is one of the more mild, less-radiated places on trapis alene.  The different gasses in the air also influence why it stays so cold rather than getting warmer.
