Local legend states that the bend in the creek between those two reflective strips is a Wishing Spot. Local legends are only really effective about 30% of the time. But when you're small, and hopeful, and nervous, and you know you can't ask your parents because they'll laugh, well, you'll believe almost anything. So of course it's only natural to take your favorite stuffed animal and your sparkliest rock to the creek. Then, full of all those hopes and prayers, you wish as hard as you can to be brave enough to make just one single friend as you toss in your treasured gravel chunk with a soft "ploonk".

What's not generally considered natural is for things to start glowing, and floating, and spinning, and for a 3-and-a-half-inch tall Matchbox Fae to drop into your astonished palm.
