The Chamilia Conservation Program

The Chamilia Conservation Program is a program focusing on the protection of chamilia angels. To understand why this is necessary, let us take a small look into what chamilia angels are and why it is necessary to protect them.

Chamilia angels are, arguably, the strongest type of angel in terms of their magical powers. They are angels who can take literally anything from someone and give it to someone else. Be this a finger, an arm, a torso, happiness, sadness, knowledge, memories, or anything else. They can take and give anything while making it fully functional for the recipient, and it is incredibly hard to stop them from this. They are, however, not very clever. Though they are sentient, they fail to grasp the concept of consequences or any such thing, and to part have difficulty with even object permanence. They do understand speech and communication, and have an intense empathy for others, but that only gets them so far. In general, they are considered to be walking a thin line between animal and person, where they can't quite be placed as either.
This has, and still is, a problem, as should anyone say "i need" or simply indicate that they'd need something, a chamilia angel will jump to action immediately to get them whatever this need may be without a second thought. But the thing is, that chamilia angels need to get this thing from somewhere or someone else and so it would lead to many helpless victims losing whatever the chamilia angel was after. Even if it brought the victim great distress or pain it often didn't help, as chamilia angels take the side of those who are "in need" of things. Often this logic came from "if you have it, then you don't need it as much as those who don't have it", while failing to see that maybe a person could not survive without a heart, in the more extreme cases. This has in the past lead to many people abusing this, using them to get things they wanted out of their own interest such as magical powers, new body parts, fleeting emotions, or anything else.

This is why the Chamilia Conservation Program was founded. Not entirely to protect the abuse of chamilia angels themselves, but also to protect those that would fall victim to the chamilia angel's powers.
The home of the chamilia angels, the domain of Chamero, was put under high security to make sure no one could walk in and kidnap, manipulate, or otherwise use chamilia angels. Additionally educations to become caregivers for the angels were created, and so jobs as caregivers as well. These caregivers would make sure that the chamilia angels were taken good care of, but also that they wouldn't run off on their rash instincts to help just about anyone who was "in need" of something. As it stands, it is thanks to this program that the chamilia angels are largely no longer taken advantage of, and that random people aren't suddenly missing any part of their being or possessions.

The program has, of course, had a bumpy ride and it took many decades to get it to a properly functioning state as it was the first of its kind and of such a large scale. Nevertheless, it has had much time to grow and be improved upon, and it is widely considered as a very valuable program for both chamilia angels themselves, as well as the outside world.
