There is no official language guide. Specific words get put into the culture thread as I think of them, but otherwise for names you are free to make stuff up so long as the suffix is correct. For me, I either make up a cool sounding name and apply a meaning later, or I use other languages as a base for a name. The Valos tongue is derived from a language called Erd, which was a derivative of English and several other languages. For example "Egalan" is clearly from the English "eagle", "Corvan" is from Latin "corvus", while "Vanan" is from the made-up word "van" for "hawk". But for examples' sake, here is a few sentences in their language:

"Ha-ya. Uy farro en-Haiya komma? Wahath ga? Pannu of tyemottr ey szou, kan uye ateles." Hello. Did you come across the sea? Are you alone? I will lay my hands on your head that we may speak together.

Valos do not generally have last names. They are descendants of clones (hence they all look alike, hooray inbreeding) and the clones that came to North America were all from one man. Of that clone faction, only those of the earliest lines kept the Progenitor's last name, and none of the travelers were one of them. However, Manhattan has a lot of people, so it wouldn't be unheard of for a valon to give himself a last name to separate himself from other families. Either he has a job that people just tack on (if he's a blacksmith, for example, people might just call him Smith), or he heard a name or learned about the old world and simply liked the idea of having a last name. Descendants may choose to keep up the tradition. So if you want to give your valon a last name, feel free.
