They jail any hollows that may be useful for future research and make them more "obedient" to human society. If the hollow is calmed enough, they are allowed to roam the country with a pneuma sensor. This is most typical for stellar hollows, however there are some beast hollows who are used as pets for hunters.
These people are usually also researchers but of higher ranking and also have hunting skills in case of a jailbreak.
