Stable 28 is led by an Overseer appointed by lottery selection. Each Overseer will retain their position for three years. The lottery draw will be performed every three years and does not have any restrictions. The appointed Overseer will be selected regardless of age or experience. Once selected, a resident may be re-selected by the lottery system an additional time.
