Xellarium is a fickle god, but he's not a fool. If one asks for his blessing, he often already knows their intent. The Blessed are the ones who've received his blessing, and are often stable enough to control it. The Unblessed are the opposite; those he deems unworthy, but remained determined to receive their wish. In turn, Xellarium gives them what they ask for, at a price.
