The people have some radioactives mark on their body, it can be any shape and they're glowing in the dark.
It unfortunately make some damages on the human body, and that's why some people are turning some rotten body part into mecanical substitution.
Fashion include glowing part in the clothes to go along with the glowing effect of the radioactivity.
