Witches are humans that have gained enough knowledge, or were born with a natural urge, will and power to alter the state of reality with "charm." While Wishes are humans that lack the knowledge or power but wish to use "magic" and fail to. Wishes are extremely common, and some even turn on Witches (and vice versa.)
