The Saints originally began as a group of vigilantes with a sole focus on law enforcement, founded by its original leader Prince. However, since President Ambrosia's take-over its switched to a near sole social services and rehabilitation organization instead. The organization provides free job searching, education aid, medical services, mental health services, and rehabilitation to those who qualify with them. Though, the law enforcement division still exists and is still a large part of it - The employees in that department are the ones known as "Saints". Each Saint is put through thorough and thorough training, careful mental health screenings & background checks, and operate under strict citizen-safety policies to ensure none can abuse their power. Any Saint who harms another citizen (without valid reason and witness testimony), is a member of the crime game, or commits themselves are immediately discharged.
Saint ranks are as follows: Initiate (apprentices, in-training), Justiciar (lower-rank officiers, have no administrative privileges), Saint (higher ranking officer, get to lead a group of Justiciars), Virtuous (highest ranking officers, manage Saints and assist Ambrosia with administrative duties).

The Sinners are less of an orderly organization like the Saints and more like a loose gang of criminals formed solely out of spite. Their primary goal is to fight against the Saints and make their jobs harder, cause a little chaos and wreak a little havoc. Sinners often intentionally bait Saints into traps or general dangerous situations, and bringing King Arsenic Saint bodies will grant all involved a monetary reward. The only true initiated members of The Sinners are their Ambassasors, one stationed in each district. The ambassadors' job is to recruit and tempt people into joining the Sinners, through any means necessary. To the Saints, they're considered the 'most wanted'.
