Summary

Minz is a rebel from the Rhodonite Ring, She's been exploring outside of her plane to find allies to help her. She used to be a soldier for those in the Raised, the upper class of her home plane, but once she had found out about what they were doing she ran away and joined the rebellion. The forces of the Raised army, are all anthros with some sort of magical powers who were either taken at birth from people in the Char, or given freely by people of the Raised. Minz was orignally from a Char family, and was taken unwillingly and brainwashed to serve the Raised, until she broke free. She still has some lingering training and is at risk of being re-inducted, but is fighting hard for freedom~

Powers:

Minz's ice powers aren't very effective offensively, more utilitarian, but she has a few different types of abilities. The more she uses them the whiter her hair gets, becoming completely snow-white once she is out of magic. (This also applies to the other blue markings on her body and tail)

Chill Air - Chills the air around her cold enough to make ice crystals appear from water in the air

Ice Surface - (Requires Close Proximity to Surface) Covers a surface around her in slick cold ice, can be any shape within a radius of 15ft melts at the normal rate of ice, or can be melted near instantaneously by Minz

Freeze Object - (Requires Contact with Object) Freezes an object of a volume no larger than 5 ft cubed. The ice is harder to melt than normal ice, only melting if a heat hot enough to boil water. Magic also works, and Minz can melt this ice ten times as fast as normal ice would melt

Mental Freeze - (Requires Contact with head of target) Slows or Freezes the targets thoughts based on how much willpower they put into countering it. Once a targets mind is affected by this affect Minz can either Link her thoughts to theirs influencing them, or can read and use their thoughts to shape her ice.

Ice Sculpt - Minz can create intricate images from ice, as long as she, or someone under the effects of a Mental Freeze, can picture the image or object. The object cannot extend past a 10ft radius sphere of the creature picturing it.

Timeline

Birth: Minz was born to two anthros of the Char. She was hidden awaay due to her unusual fur color, a sign of her having some sort of arcane power. This only lasted a few years, until she was taken away from her parents and "conscripted"

Conscription: Around the age of 3 a soldier searching for new recruits spotted Minz's parents trying to sneak her out of their house before it was checked and took Minz in after a lengthy chase. Designating her IP-3 (Or IceProducing-3) for her powers.

Childhood: As a young child in the Raised army she was indoctrinated and installed with obedience protocol. She accelled at both the combat and power based training, but had some trouble following orders.

Soldier Time: Once she reached actual combat age (16) she was put out on missions, usually with small teams of other powered soldiers as well as one overseer. Minz did a lot of work in the Char, but also a little bit of work in the forests of the raised.

Escape: After a while she figured out some information on where she came from, and learnt how the Raised kidnapped children. This prompted her into escaping and trying to find her parents. But not actually joining the rebellion yet. She slowly found more and more info, until she was lead to a rebel hideout and taught more and more about what the Raised was doing to the Char. After this along with them weakening the obedience protocol spells that were on her mind.

Rebellion: Minz was a powerful and strong member of the rebellion, being one of the few members with powers, and only one of a even smaller number of former soldiers she lead the charge in many battles and missions. There were occasional problems with her being decomissioned by the protocol spells, but she did plenty of good work before exploring the other rings and locations beyond for support.
